For decades, India has taken quiet pride in its global citizens — CEOs, researchers, innovators, and thought leaders who carry a piece of India with them wherever they go. Yet, when it comes to converting this pride into productive partnership, our success has been far less impressive.
China, on the other hand, transformed its diaspora into a formidable engine of progress. How did they do it — and what can India learn?
From Brain Drain to Brain Gain: The Chinese Model
When China opened its doors in the late 1970s, it faced a situation not unlike ours — an exodus of its brightest minds to the West. Instead of lamenting this “brain drain,” China quietly began to plan for brain circulation.
Through flagship schemes like the Hundred Talents Program (1994), Changjiang Scholars (1998), and the Thousand Talents Plan (2008), the government reached out to Chinese scholars abroad with clear incentives — world-class laboratories, significant research grants, housing, and the freedom to work across borders.
More importantly, it wrapped these material benefits in a national narrative: “Come back and build the new China.”
Returnees — affectionately called hai gui or “sea turtles” — were celebrated as patriots, not deserters. They brought back knowledge, global networks, and a confidence that redefined China’s place in the world.
India’s Paradox: Pride Without Policy
India, too, has a global talent pool that is second to none. Yet our approach has been largely ceremonial rather than strategic.
We organize cultural events and conferences for the diaspora, but rarely offer institutional pathways for meaningful collaboration or return.
Our universities remain bound by bureaucratic limits, research grants are modest and sporadic, and returning scholars often face the unspoken question: “Why did you leave in the first place?”
This attitude not only discourages return but also alienates the very minds who can rejuvenate our education, research, and innovation ecosystems.
It’s Time to Change the Narrative
India must move beyond emotional connect to structured engagement. A few simple shifts could make all the difference:
Create a National “Return and Contribute” Framework
A centralized program that maps diaspora expertise to national priorities — from renewable energy to inclusive education.
Empower Universities and Research Institutions
Give them autonomy to recruit globally, offer flexible contracts, and reward innovation rather than seniority.
Facilitate Hybrid Roles
Encourage part-time or project-based engagements so that diaspora experts can contribute without uprooting their lives abroad.
Celebrate Returnees as Catalysts
Showcase success stories. Replace skepticism with gratitude. Make returning home a matter of pride.
Build Global–Local Hubs of Innovation
Establish collaborative centres where Indian and overseas talent co-create solutions to the Sustainable Development Goals — our shared global agenda.
Each time I read about China’s strategic wooing of its diaspora, I can’t help but wonder what India could achieve if it viewed its scattered brilliance not as loss, but as latent light — waiting to be called home.
The minds we’ve nurtured across oceans still carry the rhythm of India in their hearts. Perhaps what they await is not an invitation, but an intention — a signal that India is ready to match their vision with her own.
